Fictional computer interface

Hi there friends. I have been trying to get a certain effect for a fictional computer interface for ages now but with no luck. The effect im looking for is that crunchy, mosaic, LCD - look.
An example to show what i mean:

Its like a small mosaic grid but i just cant get it right.
Do any of you have an idea on how to get a similar effect?

Try Venetian Blinds (transition effect) You can put one at 90 degrees and one at 0 degrees to get the grid effect.

That screencap also looks like it has some delightful chromatic aberration (particularly evident as blue/yellow fringing on the actor) going on - something you can mimic using Channel Offset or any of those chromatic aberration plugins out there.

Create a raster mask in Illustrator or PS, duplicate the videolayer twice and use channel shift to spereate one color per layer. Set the blendmodes to add and move the layers around, very, very slightly.

Color correct and add glow if you like.
