To be a games dev you need to be really good at a programming language (preferably c++). In general it’s nearly impossible to create a PS2 quality game, because you would need to do all of the programming+art by yourself…
As far as engines go, i’m not up to date with those…i’ve seen alot of games made with RenderWare (tony hawk games, burnout, sonic(not sure)) but u gotta pay for those…

Just gonna say that Im in the process of making a 3d racing game, I don’t know any programming language at all (well maybe the odd bit of HTML) and have no idea how to program a game. Lucky one of my 2 other team members can. All I need do is interface design, the other guy is on 3D modelling. If you can get a few team members with a bit of talent in different areas (mainly programming and graphics (2D or 3D)) you will survive in the game world. If you cant find anyone able to program I don’t suggest making the game alone, it will get boring, tedious and there won’t be as much encouragement to keep going. So all I can say is aslong as you have atleast one or two other people, even if none of you can program, it’s never to late to learn.
