Dinosaur Topology

I just can’t seem to get the toplogy right. I resculpted, retopoed this T-rex multiple times but what I really wonder is would it be necessary to create the bumps on the skin when retoping?
I did a low poly retopo without the bumps but the bumps were out of shape when I brought it into maya and applied approx division+ normal and disp map. But when I added all the bumps , there were too many polygons.
I’m going to rig the dino and animate it, is there a way to create a simple toplogy and still keep the details in shape?

Yes, you need to identify why the details are not lining up. That’s the right workflow, extracting displcement and normal maps.
