Creating and uniting NURBS surfaces

I’m studying the basics of modeling with NURBS. I’m wondering if there is a way of uniting two surfaces based on closed and not closed curves, like these. Can it be done directly in NURBS, or the only way to do it is a conversion to an editable mesh? In second case, can I unite edges faster than by connecting each pair of vertices?

When it comes to nurbs you generally have to connect them by doing lofts or bridges from curve to curve. But it really depends on what trying to achieve, because there are a lot of options.

It’s a little hard to tell from the picture. What exactly are you trying to do?
