Creating a toon ocean

I’m doing a scene with a boat floating in the ocean, and I want the ocean to have a toon shade to it. Ive been following these steps but im having trouble at step 6. Ocean toon shade tutorial

Does anyone have any simple methods to get the same effect Im going for in the link?
