I am trying to create a cell division like the one i posted below. I have everything complete with metaballs but now I am trying to get the texture to look like the below picture. I have tried displacement and bump materials but I can’t get real small-like bumps on the outside. If anyone has any recommendations, I could use all the help!!

A problem with sub-poly displacement for something like this is the difficulty in getting proper vector displacement to get the nice knobbly look of your source image.
One solution is to work with high detail levels, and stack displace deformers. This allows for the blebbby, undercut quality of the surface,. as each diaplacer modifies the previous one. See attached file…
