converting an image into hdri

Hi all just read an article where the artist used the backplate to convert it into an hdri image Does anyone know how to do this It would be Really helpful.Here is the link

you can’t magicly turn a LDRI into a HDRI. If you want to get reflections, just project your background onto some ruff geo, eg here a plane for the ground and sphere for the sky would work fine.
