Color wont cover color

I am sure this is a fairly simple problem to solve but I cant find the answer:
I am painting on the same layer and some colors wont let anything to cover them it’s so weird, doesnt matter what color I choose it just does not want to go over the existing color!
only if I make new layer I can cover it, how can I solve this? what is the problem here?

Check that you don’t have any blend mode set in your brush panel. Lighter Color / Darker Color could cause this for example.
