Ok so theres a couple of different ways of doing this, but the example you posted looks like its created with meshed Particles, and a collider object, fairly simple.
Without a more in depth question this is all the information i can give you.

I tried using creating an emitter using Nparticles inside a passive collider Sphere mesh. When it feels up I changed its initial state to set from current. By creating a passive collided bullet “cylinder” to go through it. THe particles did react to it however not the result I wanted (The milky look)? How do I change it?

Ah so it was the part where the model is breaking into a liquid type sim, that confused me a bit because most of it is shatters not liquids.
Ok so this could be any number of things happening from looking at your playblast.
Make sure your on play every frame in playback settings.
You may want to slow down the passive (for now at least)
Increase the substeps and collision iterations on the nucleus node, it could be because its moving so fast the nucleus needs extra calcs per frame.
On the particle node make sure liquid simulation is enabled.
To get the milky goo appearance in your reference you will need some viscosity also. I would decrease the incompressability slightly too.
To achieve the look in your reference video you will need a serious amount of particles.
I would suggest emitting more, and maybe increase the size of the passive.
