Bones are keeping influence even at 0 value

Hi, this is my first thread, as I’ve been looking for the answer to my issue for the last hour with no solution.

Here’s the specs:
I am working in 3DS Max 2016. making a custom rig for a plant character, low poly, 3500.

Here’s the gist of the issue
I have a very tight deadline, and though it’s not my first time rigging, this is the first time I’ve encountered this issue.

Even with the bone’s value on a vertices at 0, it still keeps the original value. the only way around this I’ve found is to make the bone’s influence a complete 1, then manually enter in the other bone’s influence I want it to have. as the original values aren’t actually too far off, this would turn an hours work into days, which I’d rather avoid. I’ve tried to remove zero weights as I saw on one thread, no difference. I’ll attach a screen shot to show the skinning’s settings, and I’ve tried a history cleanup, all to no avail.
It’s usually something so simple, but until you know it, it’s near impossible to find, which is what i’m hoping in this case.
