Blendshapes,clusters and rigging problem

I’m trying to use Blendshapes but i’m doing sth wrong.I’ve duplicated the face mesh and moved it.Made some clusters that move specific areas of CVs and the blendshape works.But when i want to rotate the face of the baseMesh and apply the deformation from the blendshape ,the baseMesh doesn’t move.As soon as I remove the effect from the blendshape it moves again.
The blendshape mesh is not bound.

Any suggestions?
