Blender 2.53 armature editing

I’m having a problem figuring out how to use pose mode when editing a figure armature. I’m following an older version tutorial on rigging a figure and it says that when in pose mode with IK off rotating a bone will cause all downstream bones to rotate. When I get to this point and have a bone selected in pose mode in blender 2.53 hitting ‘r’ to rotate the bone results in a dotted line extending out from the bone’s tip and tracking the mouse with no actual bone movement. I can’t find any explanation about the difference in user interface related to this difference in operation. Can someone elaborate on this? Thankyou.
