My understanding is that the revised documentation is even-now being written, and I am sure that they can always use some help. The POV of a person who is knowledgeable about the subject, but new to this product, is always fresh and valuable.
You are looking at the Alpha-2 version of what is an enormously complex overhaul; easily the most ambitious one, I think, in the history of the product to date. Although it seems to me to be “fairly stable” (I switched to it only quite recently), problems do still exist and the documentation is catching-up.
One useful resource, in the “Development” section of the Blender site, is the “Release Notes.” This is a place where the developers, talking mostly to their peers, discuss what they have in mind or what they propose to do. There is an entire website devoted to the development team, which any qualified and enthusiastic programmer is free to join.
