Best way to learn game design techniques

This may sound like a dumb question, but what is the best way to learn some of the techniques used to create games like Rally 2 for the X-Box? I want to learn how to build better environments that are optimized and the same with the vehicles. I really like the environmental effects achieved in that game too. I’ve been creating animation for a long time, but I have never had to deal with optimizing files or worry about real-time techniques. I just want to polish my skills and didn’t know if there where any sites, books or DVDs that might be available. I can probably search for the vehicle tutorials, but I really like the snow, rain on the windshield and sun glare effects.

Any suggestions?
