Is there any way I can change the display of objects in background layers other than flat shade or wireframe? Maybe via a script or something? Ideally, I would like to be able to set it to transparent smooth shaded.

I’ve figured it out myself:
- set the visibility of the background item to ‘same as active’
- asign a transparent material to the background item
- choose ‘advanced opengl’ as viewport shading
Not an ideal solution but it works for me. The reason I wanted this is to add a new topology to a high resolution sculpt using the pen tool constrained to the background.
