I’m still working on composition, I’m trying to decide if Ill use a vintage (swimwear) look, or hard scales.

Great Idea, the composition looks good and the colours looks really great. If you want to get a really B-Movie look I think you should go with the swimwear look.

This is a really cool idea. It reminds me of the shot in Pirates of the Caribbean: Dead Man’s Chest when the fish people come out of the water on to the beach.
Personally I like the scales better.
I think you could do a lot with the Atlantian side of the story. The image might be able to explain why they haven’t surfaced before now… maybe there’s like a whirpool off in the distance where a recent earthquake just broke open a passage to their city or something like that. -Volcanoes erupting maybe?

I think that’s an original and good concept, and the main character face is looking really frightening, hehe… maybe those pink tentacles in the background are attracting too much attention because of their completely different colour…

Yes, the squid purple color will be soften later in the process.

Cool! Is there room in the budget to add a human victim fleeing or being carried off? An intriguing image, look forward to your progress with it.
