What I want to do is bring several joint goals closer together over time

You need to switch from ‘model’ mode in the top left of the interface to ‘object’ mode.
Then you will be scaling via the values in the object’s scale in the coordinates tab, rather than just visually scaling the object. Once you fo this, you will be keyframing the scale values, as long as scale is turned on for recording in the bottom right of the interface.
