animation!

i’m trying to animate clouds
can i animate Velocity and Rate of Change with keyframes?
because at frame 1 i have both at 0, then at frame 30 i change the values but they don’t animate progressively. They just stay at the values i set and don’t change with time.
what am i doing wrong?
