Hi there. I’m working on a sci-fi DMP/concept piece that i was planning on having some crowds on it, but i kind of suck at drawing and painting humanoids, so i was wondering if there was any technique to deal with this. I thought of using stock pictures but i got my reservations since i heard artists calling it “cheating”.Maybe rendering 3d models and doing paint overs? Any ideas are welcome. Thank you!

As a matte painting piece, you want the environment to be devoid of any animation or fx elements. As a concept/dmp piece though, you can put whatever you want in it as a still image, even a photograph you roto’d out (but integrated well) into the concept to make it work.
There is no cheating for that, it could be a painting, a 3D model, a miniature, a photo, doesn’t matter. As a still, it is totally fine. As a moving shot though, you’ll want to have a full CG object with animation (which is too much just for a dmp or concept) or have a live action plate to integrate it into (if you have such a resource).
Check out these DMP’s by Dylan Cole and you’ll them using still photographs of people in the foreground (but integrated well so that it sits in the environment):
