It is actually kinda hard to understand what u are going for but orient constraint is usually responsible for rotate values.
I think the question that you asked is the maya hierarchy .As far as I know,if the
childs rotation axis is equal to parents rotation axis, the rotate numbers on channel
box would be 0.
