3ds Max, how to relax topolgzy and remove loop issues

Hello everyone,

It would mean a lot to me if someone could give me advice how to resolve these issues caused by dense loops in the smoothing.

The whole model has been set to one smoothing group, so i thing that is not the source of the issue.
I have tried using the paint deform relax option but i cant manage to tweak ti to make any improvements to the situation.
I wish to unwrap, rig and skin the model later.

I’ve added two images, the wireframe and the shaded model.
