2D storyboard-like style animation, info needed

Greetings ,

I’ve been searching like mad for info on how to accomplish a 2d animation that in style resembles these examples :

I suppose there is some After Effects involved but if anybody has any more info on the workflow i would appreciate a lot! Thanks

Im no expert but it seems to me that it could just be just cartoony textures applied to 3d models.
If your using Maya you could try playing with ToonShader to create that sort of effect.
