How can I animate a wind or hand moving hair on a persons head? Like if someone is brushing their hair?

The reason, I think, this got no replies is that we don’t know anything about the specifics of your project. Is it cartoony, photo real, etc…
Also, smething like this might or might not be the whole point of your shot- I mean by that if the whole point of your shot is to show IN DETAILS the brushing of the hair, that is quite another scene from one in which you have a character who is ahppening to brush her hair while chatting away with another character. In the former you can’t fake it as well, in the latter, your camera angle, decision about how to frame the shot,etc, can aide you quite a bit in what is likely to be a tricky technical shot.
Also, any answer is likely to be long and involved, so you need to do more legwork here and meet us clsoer to halfway if you want some help.

Sorry about that. It will be kind of cartoony. It will be a small girl that just woke up and is moving her hair around looking for her brush.
One idea come to mind to me:
You could make her hair a sort of shape that you can manipulate- you know sort of morph around, so you aren’t realistically simulating hair, just the effect of a mass moving under her hand. You could modela few locks or wisps that come off her head.
I’d hand animate with a few well placed bones rigged for just that shot (wouldn’t be too hard to set 'em up).
If you texture the hair well enough for a cartoony look it could be puled off pretty easily thay way.
