I figure you can probably get a toon style shading with gradients and light incident. But how about outlines? Can this be done in Messiah?

The easiest approach so far is also using gradients. See this example:
Another option is mesh based:
starting with message 32, I posted some example animations and scenes for this approach.
You can also do it in post if you render a depth map and do some edge detection there, then multiply that on top of your render.
