ok here’s my first idea… I thought of going small-scale instead of choosing some large city scape with big things to ride on 
these steam tooth fairies are caught by this young boy during work lol. The scene would be cozy and a bit dark… still working on choosing the right palette.

I will wait for more developing on the idea, I mean a more deep story behind it … like the reason he caught them, why would they even work for him … is it for their freedom, to live or to find something … etc

, we all know the legend of the tooth fairy which takes the tooth if you put it under the pillow. This boy wanted to see it for himself but he was surprised that it was actually a team of steam robots!

For determining your pallete one idea would be to give the tooth “Fairies” a light source of some sort that helps them work, it would allow you to illuminate their emmediate area but give you the flexability to leave the edges of the image as well as the background much darker.
I love the overall concept, very whimsical and yet steampunkish as well.

By the way guys, I just want to make sure if the tooth fairy counts as a myth or legend? I personally think it does but I wanna make sure.
I would say yes to both (but don’t tell the kids that!).
I’d also say that with this you have opened the door for Santa’s mechanical Reindeer pulling his steam sled, The steam powered mechanical easter bunney, and maybe rainbows are formed from light refracting through the steam from a leprechaun’s boiler of brass!
