Software with localized display object container animation and scripted key framing

Hello, I am wondering if there is a 3d package that essentially has (supports, with regards to convenient library asset management) the workflow like Flash, where every movieclip can have its own timeline and there is support for linking in movieclips from a library file. In addition, it possible to easily specify a particular internal frame to start playing. The workflow advantage of being able to specify an internal frame as opposed to further nested movieclips is that the sub-components of a particular movie clip that has internal “actions” can maintain global local coordinates for said actions. Ie:

Take for instance animating all of the actions of a car. The car itself would be a movie clip object. If one were to be forced into a workflow of creating sub-movieclip for all possible actions, one would essentially have to recreate the internals of the car for every action. A prefered way would be to define the origin positions of relevant components of the car, and then for the action performed on these components, the actions would be relative transformation to the local coordinates of the components. That way, one can for example change the origin position of the car door, and the animation of the car door opening still be correct because the transformation are relative. I suppose essentially every component is in reality wrapped in an implicit empty.

I can imagine that perhaps Houdini has support for this type of workflow in theory considering it is focused on procedural production.
