That’s very nicely done. I’m not familiar with Blender’s cloth simulator, but it would appear the simulation needs to have the gravity option enabled. For example, one might expect the sleeves to slide down the arms when raised above her head. It could also be related to the cloth’s friction settings against the character mesh.
I also like the shear look to the cloth material.
In fact it did exactly that during the simulation. I cheated and pinned to her arms because it kept falling in the area I wanted to try the hair sim. I just finished it today. take a look if you get a chance. VIDEO LINK HERE

That’s a nice start. But I’m not sure if pinning the sleeves is that good an idea. Unless you add some kinda clasp or bracelet to her wrists, it just feels like the sleeves should really fall a bit more. And the hair has a bit of an ethereal feel to it now… like she’s a fantasy creature or underwater.
I don’t know much about simulations, but maybe turn up the gravity as BadOlePuddyTat mentioned before?
I don’t like the sleeves either. I going to attempt to do that part again. I just hope her hair does not get tangled up in it.
