Setting the F1 key as a shorcut to an aaction?

I cant assign the F1 key as a shortcut to one of my actions (only F2 and above are available in the drop down menu), how can I set to F1?

If you’re on a Win PC, then I guess F1 is hard-coded to the Windows Help (or app specific help) in Windows, that’s why you probably can’t choose it from the list.
