Running on 6s and 8s

I was watching the Animator’s workbook: Animated. They mentioned Running on 6s and 8s.

Do they mean that the stride takes 8 frames when shot on two traditionally = 16 frames on computer?

Ok I think it sorta right in a way. so 8 frames on a Trad. is 16 frames on screen.
