[Retopology] Should i retopologize the whole base mesh?

So i’m making a 3D model of Nick Fury, as we know in the film version he have this coat and this shirt, so should i just do the retopology on the face only? or should i just retopologize all of my base mesh that i created using ZBrush, the model is not for any kind of game or anything i’m just learning and practicing my retopology, i’m really confused cause i think it’s useless to retopologize the whole base mesh of the character if i’m going to put some clothes over him and not even show the base mesh anymore.

Have you finished the model? Does it have a coat and shirt already?

If there are no sharp “stars” in your topology then most of the time you dont need to retopo.
