CG Cookie has just released the Cookie Flex Rig for Blender as Creative Commons.
Designed for learning character animation, this fully animatable rig can be made into various characters through an extra layer of controls that let you set the height, body shape, clothing, hair and colours.
The rig features the familiar rigify style biped controls, as well as advanced facial controls. The shaders are set up for both Cycles and Blender Internal.
The Cookie Flex Rig was created by Nathan Vegdahl, Beorn Leonard and Jonathan Williamson, based on an initial design by David Revoy.

Over the past few weeks I’ve been working on improving my skinning skills by preparing a character for animation, it’s ready now and can be downloaded here:
The rig is a character studio Biped with custom twist bones, fixers and facial controls. I scripted a named dependent character picker which is included (just drag and drop it into the scene), the facial rig uses a PEN Attribute Holder 2 modifier (which you can download free at http://paulneale.com/) applied to “Scout Head” to store facial poses, there’s also a channel box-like UI on “Scout Head” to control the transforms of the facial controls.
The file was created using a student version of 3ds Max 2013 and the character and textures were sourced from rigsarena.blogspot.com. Feel free to use the rig in a demoreel, but please reference me as the source of the rig.

There’s lots of great suggestions in this thread. I was especially amazed by everything available on Animation Buffet.
I don’t know if the Eleven rig was mentioned yet, but it’s a really nice one and it’s available for Maya, 3DS Max, Blender and Motion Builder.
I found Josh Strobel’s rigs on Animation Buffet and his stuff looks like it’s feature film quality.
This was impressive I will try this rigg soon
