Else take alook at the rhino3d website in the ressources section. There are a
few Plugins which can do this one of them is called smurf and can do the
reconstruction into nurbs surfaces.
David Rutten has also coded a free Plugin which does mesh reconstruction take a look at his website at www.reconstructivism.net
Here somebody created NURBS surface by a roundabout route via mesh (pointcloud to mesh then mesh to nrubs)
