i need help with a foam material for particles, how i make a realistic foam material for particles?

How close are you gonna be looking at it from? If it’s a closeup, you might go with some cellmap/fractal noise variating texture. If it’s from afar - i’d go krakatoa!

As Glacierise said. if you need a close up with the foam you’ll need meshing of the particles using krakatoa/realflow… if the foam is not really the main thing in you scene you can either use plug-ins like afterburn or max fire effects to get a decent effect or instanced geometry like sferes for each particle mapped with procedurals like smoke , noise and transparency.
