Normals from Normal maps?

Hello everybody,

I have been wondering about this for quite a while but was not able to find any information on it yet. But maybe somebody is able to help me, which would be totally awesome!
So my question is:

Is there a chance to generate normals from normal maps?

I mean it should be possible to get three numbers that indicate the direction the vector is pointing to for every pixel as every color is encoding a certain direction the surface of the original model was facing to, right?
And is the color scheme of a normal map exported from one software the same as the one exported from another software? So would the normal map look the same no matter whether it was generated in Z-Brush, Maya, C4D, Blender or whatever software you like? I hope this is not a stupid question :blush:
