Mud to Maya displacement inflated

Hi all having another displacement map problem. Sculpting details in mud and exporting 16bit displacement map for use in Maya, Using approx editor set to fine view high quality.
The geometry becomes inflated with a weak displacement map. Ive had this problem before and havnt found out what specifically im doing wrong so hoping someone can help me.

The sculpt in Mud was all inwards hence all values are towards black, so i dont know where the inflation is coming from.

When lowering scale (in displacement node) or alpha gain the inflation goes down but obviously the displaced parts reduce also. I mapped on to a plane to better illustrate my point:

the effect is extreme on the plane, not sure why but the displacement is deeper and is no where near as strong on the actual geometry. Anyone know why?
Its like the whole thing becomes inflated for some reason. I would have thought if the displacement was made in mud it should come across to Maya and work under default settings? Does anyone know what im doing wrong here? Thanks
