Hey, I like your idea. This could actually happen, and this is fun, not as dark as a lot of other concepts here.
Maybe you could try to give him more human (or whatever lifeform it is) features, 'cause for now it looks like a robot in pants to me.
And maybe you can put a lot of technology on his back (I mean exhuberant one), like huge antennas. If he wants to make the difference with other guys like him to trap as many pedestrians as possible, he needs to be impressive!
