If it’s for a still only, maybe the apron can be FFD’ed into place? I don’t know which program you’re using, but in MAX-speek you could Mesh Select the free-hanging verticies (ie. the parts of the apron that is to move freely, not restricted by the body), then apply an FFD modifier, and control it with that.
SimCloth I think sounds cool, and not neccessairly a terribly performance-hungry approch either. It might require you tweak/rebuild the apron to have a fairly equal distribution of polys, and not at all touching the pants-geometry in it’s start position though.
Anyways, as for crits on the model itself, I think it looks pretty purdy so far, so overall I like it. I sort of… fear the head though. It doesn’t have the appeal the rest of the body has imo. I like the idea of eyes that are melted together like that, but in that specific context I’m reminded of two eggs on a fryingpan… which, come to think of it, seems strangely appropriate perhaps? 
Another thing I just noticed, I think the arms might look fairly square-ish?
And that’s it. I do mightily dig those pants and the apron, mad nice folds and everything. Nice volume to them too. So yeah, keep it up. I think there’s room for improvements, but I also think certain parts looks very very nice. Overall it’s a pretty damn spiffy model
