Is this possible in After effects?

hi…

I by coincidence found NET Paint to be able to perform this cool effect(Picture enclosed)
The effect is called

photo>soften portrait (and then photo>glow which makes it more dreamy, but the most important effect of the two is SOFTEN PORTRAIT)

Well… I like the effect, but do you know whether After effects can do something similar… and in that case HOW???
I have got hundreds of Pictures, so it would be nice to do it in one row… instead of repeating the effect 500 times in NET paint.(I also usually have acces to Photoshop but not for the time being)

Put an adjustment layer on top of your footage, add a blur filter to it (fast blur or gaussian blur) and crank it up. Then change the opacity of the adjustment layer.
