How was these light streaks made?

I was wanting to make some custom light streaks like these and maybe make it look even nicer. Does anyone have any Instructions or ideas on how i should approach making this?

Hm, I would assume that curvy selections were made using paths, then white pixels were painted along the sides of those selections using a soft brush.

YOu could make a rectangular selection and then put gradations in them, use the transform tool (using warp mode) then use some layer blending + blend “if” options. then maybe some blurs etc.
