How to get this video style?

Hi Guys,

I have seen this style popping up more and more the last few years.

Which is the best way to approach this style in After Effects other then rotoscoping frame by frame.

In the top sample, I would guess a combination of roto and also 3D. I would say all of the people are 3D and the effects work is 2D. I’m just guessing on that though. I actually posted up a link in a different thread about the 2D effects and if people are using other programs (outside of Flash) to do so.
