Selecect the influence object, then select the skinned mesh and go to skin -> edit smooth skin -> add influence. If you’ve already done some skinning, make sure you sheck ‘lock weights’ in the add influence attribute box, so no vertexes will be assigned to it until you paint the weights by hand (unlock the influence in the skin tool options first).
