There are a variety of ways this could be done, doesn’t necessarily have to be pencil…it could have been drawn with a tablet and be all digital for that matter.
Why don’t you contact the artist and see if she’ll tell you a bit about her technique for that particular image?

I would just scan your drawing in and use photoshop (or similar) and paint the colours with a solid round brush, you could make your life even easier by putting it on a layer and experimenting with blending modes for the layer (you’ll find one that will leave the black lines intact, almost as if you were painting on the back of cel paper)
Scan your pencil image, it would look most like her’s by drawing the picture in colored pencil in the first place, or you could change the black linework into color in photoshop. Then make the lineart layer in multiply mode and you can paint in the layers under it and preserve your line art. Experiment with your own way of doing it until it looks the way you want.
