What you have here is an illustration, not a matte painting. Matte paintings are realistic looking painted backgrounds used in movies, TV shows, and video games, to make a fictional places look as if they really exist. Matte paintings are solely utilitarian and cannot have anything that is supposed to be moving in the scene. You scene has birds and a flying ship, so it cannot be a matte painting.

You lighting is contradictory. Look at the bay at the very bottom–the cliff is lit from the front, yet the sun is supposed to be in the opposite direction. You lighting has to be consistent.
