Here a first draft of the story behind my image. First sketches coming up.
An empire is at its end. Covering a territory of hundreds of planets and dozens of star systems, billions of citizens, it is controlled from a central system, the planet, which is the setting for uprising of the rebels. It is ruled by the emperor. For most people, life in this empire is defined by spying, oppression and exploitation. Only who complies with this tyranny and serves the empire, may it be as soldier or as public servant, can hope to live a better life. But the high price to pay is freedom.
Against this dictatorship in the underground a resistance movement was formed by the former soldier Pac Nimas and his combatant Fraybe. Rising numbers of new members to join the rebellion the regime answer with the declaration of the state of emergency. Since then violence and terror are on the agenda and the military tries to cope with the situation. Pac nimas was ones a soldier in these imperial armed forces, which are commanded by Tribun Generler on the central planet of the empire. Fraybe joined the rebellion when her father was murdered by order of the emperor, because he had given help and shelter to political refugees. From day one Pac and Fraybe wanted a peaceful reformation of the empire, but when the state of emergency was declared militant parts of the revolutionists split.
In this night the situation is at its very peak. The radical rebels take their chance and try to capture the imperial palace, the centre of power and domicile of the emperor. Until now, there had been smaller attacks, acts of sabotage and attempt of infiltration. But now they have united their forces from all parts of the empire to finally defeat it.
The radicals have blocked the road, guarded by big statues and flags, to the imperial palace and are in a fight with the last still loyal imperial troops under the command of tribune Geneler. The emperor and his closest servants as most parts of the armed forces have already left the capital in spaceships. The west wing of the place is on fire.
When Pac Nimas and Fraybe arrive the battlle is already on. This is not what they wanted the revolution to be like.

I like your spin on the revolution idea - the splitting factions within the movement for change are fascinating.
How are you going to engage Pac and Fray in the action? I think the point at which they arrive is fairly boring… how do they change the course of the battle or persuade one or other side to change their actions? Is there a pivotal moment within this battle at which Pac/Fray become centre stage and become the focus of attention for both the fighting rebels and the loyal guards?
I am thinking perhaps they manage to climb on top of a fallen war-mecha and address the fighters and incredibly the fighters stop and listen to their authority.
One trick you can use is to let the story unfold in time within the 2D space of the image. So perhaps on the left of the image rebels and guards are fighting and dying, in the middle some guards/rebels have noticed Pac and Fray unarmed atop the mecha, and on the right guards/rebels have dropped their weapons and are listening to the words of peace and union for the new democracy.
(Time expressed through space is used by the best Grand Master Artists like Gericault: The Raft of the Medusa)

About your idea for the plot. Originally, my idea was to let Pac and Frey’be just arrive there, unabled to make a change and being overwelmed by caose. But yor absolutely right, it’s rather boring and to show the plot unfold within this one image could be be a really good trick to solve this. Really great idea.
So I supose, I’ll have to make some changes to my concept.

Here’s my first concept, after a few changes. Took me about one day to draw.
Although it’s just a concept I already tried to put in as much detail as possible to get a good impression of things like:
- what size are the characters compared to buildings?
- how big do the characters need to be to show up in the image and still sustain the impression of al hugh battle scene?
- how can characteristics about this cultur be told through architecture and technology (lot’s of watch towers and public buildings, strong greek and mediterrainian influence)?
- which perspective fits the scene best?

WoW! very interesting, very good story line, I have a question about the story line: Is the underground resistance strong enough, like to declare “war” to the whole empire?

ARSA: Thanks! I’m glad you like it. About your question: The imperial palace with its gun towers and the remaining loyal troops of tribune Geneler is defenetly hard to attack. But if the hero and leader of the resistence was ones a member of the imperial armed forces probably other soldiers and veterans may have join the rebellion. So these guys know for certain what they are up to.
At least I hope there is a chance for the resistence. But I think that’s what makes it interseting: You’re not really sure were the story is going.
3doid: Thank you! When writing down this plot, of course I realized that I would have to modell lots of buildings and characters, but not without a plan to do this and not go crazy (litterly).
So I’m gonna work with modules, building cetain architectural pices (walls, piles, doors, windows, stairs…) and base characters (male, femal, old young, fat, slim…) to construct this giant wolrd from these.
So I’m as cuious as you are, if I can succeed.
