glow effect in photoshop

in after effects we have an effect filter called GLOW. why is photoshop not having this? i know how to make it with blending modes and blur. bt how to apply it to a whole image in photoshop like in AE?

Effects like that are mostly in the Blending Options of the layer. To use them, right click on your layer in the Layers panel and click Blending Options. From there you can turn on Glow (inner or outer) and adjust the settings from there.

Duplicate your image, then apply heavy blur to the duplicated layer, and use softlight / overlay. Hue/saturation can be applied to the layer to control saturation of the glow.

I don’t know what it’s like in Ae but there is a glow filter in ps. Filter-distort-diffuse glow.
Buy you probably get better results doing them yourself like tecsun explained
