fresnel reflection with reflection map

I`m having some difficulties making an fresnel reflection, with included reflection map.

I have seen many tutorials and tried out using the sampler info node onto a ramp.
When i try to add the reflection map, i used a layered texture and added both the ramp and file to this. Im not really sure if this is the right way of doing it, cause it doesnt really look right to me. Any suggestions?

(Im surfacing a cubblestone road)

What shader/Rendering engine are you using? I know if your using Mental Ray or Vray you could try messing with the BRDF values in the Mia_X & VrayMtl shader.
