Curved Motion Blur

Hi

does anyone Know whether it exist a Plugin to create a curved motio Blur.

Example: I draw a curve over a Picture and my Blur only affect the area and direction of the Curve with the Blur.

What i try to do exactely, is this what theses Software can do.
Especially for Transportation Street Backplates

but i dont want buy this software for so much money, so i am looking for a technik wich can do this effect on another way.

Maybe someone have a idea.
