Ive begun modeling the flagship city for the books im currently working on and I would like some feedback/critique on the conceptual aspects of the city. Some background first on the setting and the universe;
Its set in a Sci-fi/fantasy universe with full immersion into both realms and substantial hybridization, it begins mostly fantasy but builds up to Sci-fi. The typical feel for the majority technological progress of this planet is between 1800 and the early 1900s with magic hybridization bumping some smaller aspects up another 50-100 years. As with earth some pockets are ahead and some are behind that timeline.
One example of hybridization I like is why railroads exist but light bulbs don’t. Even though magical teleportation exists its more expensive and energy consuming than standard ground transport for bulk products like food or building supplies. You might teleport the shipment of magical arms and armor because its expensive enough to warrant teleport, but those 50 tons of grain will be sent via rails or boats. There’s a market need so it exists. Conversely every low level magic user can cast a light spell, why spend the time and effort in R&D to invent the incandescent bulb when you can get an intern to cast light all day long for free or simply get an enchanted item? No market need, so it doesn’t exist.
Railroads may contain steam engines, or they could have cars pulled by giant mythical beasts, and a much smaller section could be enchanted vehicles which would be indistinguishable in versatility from modern trains/cars. Again calculated with a market in mind, not everyone can afford hi tech or magic. The planet is populated by your standard pantheon of fantasy creatures including Elves Orcs Goblins Dragons Ghosts Humans etc so on and so forth, it is originally 45% land and 55% water with plenty of islands and continents to account for the expanded evolution of species which leads well into "orc lands" and "elven lands" etc. There are no "Aliens" in the story in the traditional sense but plenty of otherworldly creatures, they are all native to this planet except for a tiny sliver which constitutes the invading forces which though technically alien in origin wont be portrayed or viewed as "Alien".
The Citadel itself is located somewhere near the equator on a vast plain, giving the tower the maximum view of the horizon. It has 12 crystal clear rivers which flow out from it whose waters are magically created by the Citadel. These rivers begin as deeply cut narrow trenches in the inner districts of the city then form a ring lake followed by 12 additional trenches which are cut for a distance then taper into naturally flowing rivers/lakes and some end in the ocean. The flow of the rivers can be controlled by the Citadel from slow and barley enough to keep the water levels up to raging torrents of water depending on the circumstances.

Ignore the crummy ground texture its just there for now so the ground isn’t grey. The sections inside the outer wall will be manufacturing so there will be smokestacks and larger buildings. The pink lines are 20ft tall rectangles depicting full rail lines, those will be fleshed out to photo realistic later. The cylinder in the center is 1600ft tall and is the placeholder for the Citadel when i get to modeling it, I’m doing the surroundings first. The outer portion will contain the residential and general commerce areas. The idea is a city grows naturally around the citadel once its construction is completed so the tech level of the outer districts will be significantly lower. Lots more wooden structures with smaller bricks used and less impressive building techniques etc.

This is the outer wall, I threw together some barges and generic shipping containers for scale reference. I MAY keep the shipping containers even though they are a bit too industrial for the feel I’m going for just because they are such great scale indicators. You can also see a medieval style counterbalance crane I’m working on that ill go into more detail later. The smaller levy walls are 25ft high and the main outer wall is 100ft tall. If you zoom in close enough to see the brick pattern those are 5ft cube stones.

Here is a close up of one of the main cranes, I’ll go more into detail on this guy in the following post. So far my plan is to have one of these larger cranes at the end of each of these levies by the main wall and smaller cranes etc down the length of the wall.

That is a satisfactory answer but make sure everything is playing by the same rules.
