This has been a “problem” in Maya forever. I figured out what is going wrong a few years back. It was confusing me too. I would get it when clicking buttons too fast.
Marking menu’s have a “create” hotkey and a “release” hotkey that destroys the marking menu(MM). The “release” function is usually tied to the release of the same hotkey. What you are doing though, is you are pressing the hotkey for the MM, left clicking in the viewport, then probably holding down a shift/ctrl/alt modifier key along with this hotkey. Then you are releasing the MM hotkey without releasing the shift/ctr/alt key. Maya think’s you never ran the “release” function, since technically you didn’t release the hotkey for the MM, you released shift/ctrl/alt+that hotkey.
Anyways, the way you clear this up is to just hold down the hotkey for the MM again, left click in the viewport, then release the left click, then the MM hotkey and you should be fixed.
Be careful about pressing those modifier keys too fast. It can happen when you’re trying to do stuff like rotate the viewport(alt) immediately after bringing up a MM
