Bake normals from one channel to another with rotations?

Hello everyone, thanks for poking in. I have a question about something that has come up and was hoping there might be an easier way than just rebaking my normals.

I have a character that has been baked high-low and a great normal map was the result. Based on some changes to the design of the game, we need to relay out some uvs. (Moving them and rotating them.) Now of course rotating them causes some problems with the normal maps because the colors don’t line up correctly anymore.

Is there a method of baking from say CH1 (UVset1) to Ch2 (Uvset2) where it takes into account the normal map colors and updates them based on the new rotations of the uv islands? This make sense? I know this is a shot in the dark but I’m doing my due diligence.
